Unfortunately it's not just officers but it also includes NCOs too. They claim the Army is downsizing so they are not doing anything to try and keep experienced personnel. In fact, I'd say that they are going out of their way to make sure some of the NCOs in the 8-12 yr range get so po'd that they just don't reenlist again.
